This guide sets out how we will afford procedural fairness when exercising discretionary powers under the law.
Procedural fairness essentially has two rules:
- the fair hearing rule; and
- the no bias rule.
This guide focuses on when the fair hearing rule requires us to consult with third parties who may be adversely affected by a decision.
