ASIC permanently bans former mortgage broker

ASIC has permanently banned Driss Doukari, a former mortgage broker, from engaging in credit activities and from providing financial services after it was found he had engaged in conduct that was false and misleading.

An ASIC investigation found in September 2011 Mr Doukari provided false documents to Suncorp-Metway Limited in support of a home loan application in his own name. The documents included payslips and bank statements.

Based on the preceding conduct, ASIC believes Mr Doukari is:

  • not a fit and proper person to engage in credit activities; and
  • not of good fame and character to provide financial services.

‘Mr Doukari’s conduct was not inadvertent nor was it the result of a momentary lapse. It was dishonest conduct committed knowingly and deliberately,’ Commissioner Peter Kell said.

‘He failed to have regard to the principles applicable to a person engaging in credit activities and his conduct was aimed at gaining an advantage for himself and his friends.’

Mr Doukari has the right to appeal to the Administrative Appeals Tribunal for a review of ASIC’s decisions.

Background

At the time of his conduct Mr Doukari lived in Brisbane, Queensland and was an employee of Dynamic Finance Solutions Pty Ltd.

Mr Doukari now lives in Bundaberg Queensland.
